Pada 17 September 2019, pemerintah Amerika Serikat menggugat Snowden atas tuduhan pelanggaran perjanjian kerahasiaan (non-disclosure agreement) dengan CIA dan NSA.[3] Snowden dituduh melanggar kewajiban penulis sebelum menerbitkan bukunya (prepublication). Surat gugatan mencantumkan rumah penerbit Macmillan dan Holtzbrink sebagai terdakwa tertulis (relief defendant).[4]
